Allowable forces on disconnect switch terminal

We need an advice to determine if a rigid aluminum bus is adequate to be supported at one end by a disconnect switch.
We are working upgrading 230 kV substations with high short circuit of 50 kA, often the reaction in the disconnect switch pads are above to the rating allow by the ANSI/IEEE Std C37.32

Perhaps if I rephrase the question we could get a response.
Question: How the terminal loading is considered in the disconnect switch applicable in the table above:
a) Only static load under normal operating conditions? or
b) Transient loads such as short circuit and wind, snow & seismic load with multiplying factors?
c) How the cantilever forces applied to the insulator is used in combination with this table?

 
I wish I had answer for you. It seems like we might need a revision of IEEE 37.32 to include higher allowable loads.
 
Note 1 brings in wind, ice, and short circuit. The short circuit force calculation includes a multiplying factor. See 693 for seismic qualification.
