I need help. I am in the middle of a discussion where the MFG ENG group wants to add a BOM to a OSV part.

Current process is to attached the OSV supplied data sheet to the part number. We do not rev control OSV parts, as we don't control the design. But due to assembly techs not able to identify the correct tool to install the OSV part, the MFG ENG team wants to add a BOM to the OSV part calling out the tool. Both the OSV part and tool have internal company part numbers. Essential they want to miss use the BOM feature of our ERP system to connect the two part numbers.

My position is that adding a BOM to a part number makes it a company controlled part number and contradicts the parts definition per the OSV data sheet. What I need help with is to find any documentation/standard that describe requirements of a parts definition. Either some sort of configuration management no-no's or industry accepted standard of what should/shouldn't be associated with a part number.

The one thing I have found is in the ISO 9001:2015

7.5.2 Creating and Updating
This section requires the organization to ensure proper identification and description of documented information.​
7.5.3 Control of documented information
7.5.3.2 The organization shall address the control of changes (eg version control)​

We address the control of changes via revisions and PCOs. Adding a company controlled BOM requires a revision to indicate the initial released version of the BOM and to provide record of changes made to that BOM. We do not revision control COTS parts because we do not control the design of the COTS part. Adding a BOM to a part number requires adding a revision to that part number to track its changes.
