is it allowed to use two grade plates( A36 and A516gr70) for same bottom plate for tanks.

hi
this is for crude oil tank maintenance job, complete tank bottom plate replacement. contractor is proposing 2 grade plate A36 and A516 GR 70, as they have shortage of A36 plates. One row A36 plates and next row A516gr 70 plates. is this allowable as per API standards?.

Generally, yes.
They would need to confirm that both met the toughness requirements/exemptions for bottom plate. They may require different weld procedures.
