Application of CSA standards to imported end-user products

I just wanted some alternate perspectives on this.

CSA W59-18 governs welding in Canada.

What, if any, application does it have to fabrications assembled outside of Canada and imported?

If a product is independently tested and certified by a local professional engineer to perform the end function irrespective of any differences in the foreign material properties and standards from Canadian specs, do the CSA standards that govern the material properties and processes for base metals and welding apply?

My understanding is that only standards as they relate to the final use of the fabrication would apply. That if a professional engineer has reviewed the product and determined through analysis and testing that it is suitable for the application it is designed for, that standards like W59 would not generally apply.

What are your thoughts?

Yes, this is the case unless mandated by the client otherwise (with caveat below). Really no different, in principle, than any metal construction made in China and sold in home depot. It gets somewhat harry when local building codes specifically reference particular CSA standards though; in those circumstances compliance with the CSA standard becomes a legal requirement.

Though not sure why you reference W59 in a stainless steel forum since W59 excludes stainless and CWB weld inspectors are actually trained to AWS D1.6 (most people that lurk this forum are here for stainless). Assuming you're not talking about stainless you'd get more traction in the structural engineering forum IMHO.
