Waterproof Membrane Benifits

I've heard that when developing sites, some people in my area use a waterproof membrane out to the subsoil drain trench on clay sites before putting the sand pad on top.

Can anyone enlighten me on how this membrane improves the foundations?

What part of what country are you in. What is the moisture content and Atterberg limits of the soil. If I had to guess I think that the waterproof membrane is to prevent moisture ingress to potentially swelling soils. Other methods are also available if this is the problem.
