API 650 Flush-Type Cleanout Bottom Reinforcement

Hi, before asking the question I want to thank you for your time. I have a doubt on the standard wording.

On API 650 5.7.7.6 you calculate the nominal thickness of the bottom reinforcing plate with the equations given. Later we have a note:

tbr is the minimum thickness of the bottom reinforcing plate (not less than 0.5), in inches (maximum 1 in. for 8 × 16, maximum 11/8 in. for 24 × 24, maximum 11/2 in. for 24 × 36, and maximum 13/4 in. for 48 × 48);

I understand that if the equation result is let's say 0.4 inches I have to use 0.5 as stated above. But later says some maximum values, let's say i get 1.2 in for a 8 x 16 opening, does that mean that I can use 1 in. instead? Or it means that since the required value exceeds the maximum value It is a design error and I have to fix it some other way?

I hope I was clear on my doubts.

Use 1". This limit is repeated in Table 5.10b Notes b thru e.

I note that Table 5.10b for a 8"x16" is 1/2" up through a 72' design liquid level. How would you get 1.2" for tbr on this opening size?
