I regularly design cookie cutter foundations (frost protected, full basement, block, poured, etc...), but I have been asked to design a simple slab on grade pad for a Double Wide home installation.
I can't really convince myself that a simple 6" pad with Welded Wire Fabric (WWF) will suffice...

If I claim that the grading/terracing along with vegetative barriers to runoff, along with check dams in road culverts (if we even call them culverts, they will just be small depression along road between lots) could be used as green infrastructure, correct?

You are correct. I looked at engineered I joists and I have found some that will be clear span at 28ft but for second floor use. If I decide not to make this only 28ft or decide to go heavier loading I think that the engineered floor trusses won't work or might get very expensive at such close...
