If its a Vector PDF from a cad system, you can use Inkscape to make it into a DXF and then import that into NX
short of buying a converter program, that's the only way i know how to do it.
Do you have a Staged Model license? if so thats may work for you. Though I don't know if you can creat drawings from the "stages"
I watched a youtube vid on it, but when I tried it I found I lack the license.
This Journal exports all of the attributes from components into txt files from an assembly in Native NX. All of the txt files land in the folder of the top level asm file.

Like SDETERS mentioned, I'd try Synchronous 1st.
Optimize face, but use the selection to pick the body Faces, Then offset the single face.
If the geometry is clean it should move and adapt the blend faces.
if not? untrim the flat face you want to move, offset it your distance and re-blend

I've only had to make a safety fence like shown in your image once.
