Looking at the following Residual Stress Chart with the distance from the weld, it seems that Residual stresses comes down at a distance of approximately 15-18mm. For a Carbon Steel piping normally we take a gap of 50mm between two welds.

This means that pass partition plate being used for 5'-6" Channel is not conforming to TEMA requirements. Does this require replacement or shall be considered for continued service as it has worked well in the given situation?

As mentioned by @EdStainless the following rules are followed.
1. Expansion of tubes are done by contact expansion (1%-3%) of tube expansion.
2. Expansion from front of Shell side is done leaving 6-8mm.
3. Expansion to the back of tube sheet is done leaving approximately 3mm.
