For thickness between 10 to 25mm,if we have some shells between these ranges , Do we require 100% for Intersection or T-joints ?

Are you constructing a new tank or replacing shell courses of an existing one?
API 650 is applicable for the former while API 653 is for the latter.
 
If the thinner Shell Plate thickness is >10 mm but ≤25 mm spot RT is required.
Pls look clauses 8.1.2.2, 8.1.2.3, and 8.1.2.4.

I have went through this RT Requirements but i am not sure if my interpretation is correct that we need to take RT on all T joints above 10mm (4th point in the notes below the figure)
 
I was working on a project similar to this.
they were required to shoot some distance (let's say 8") either side.
This was back in the days of film and they ran out of 8" so they took a bunch on 12" film.
And low and behold nearly every x-ray had a defect in the extra distance.
The welders knew exactly how far they had to be careful.
They ended up with 100% x-ray and a lot of grind and reweld work.

My interpretation is,
If the shell thickness greater than 10mm , you need to take RT on all T joints.( 4 is applicable ) moreover , horizontal spot RT ( item 2 ) is also applicable.
You may post the course thicknesses and plate sizes beginning from tank bottom to get better responds.
