    I change the stiffener dimension to 50 mm * 10 mm maximum stress in Stifener : 14.68 Mpa maximum stress in plate : 3.33 Mpa the deflection of plate should not exceed 2 mm. Maximum deflection is 0.22 mm. So, the problem is solved! Thank to every body.
