Ron - these anchors are installed in the bottom of the deck rib, so I believe the anchor head does not project above the top of the metal deck (keeping it below the insulation/membrane layer)...
Just a guess, but I think what hokie66 means is that a dashed line typically indicates something below the slab. Per your sections, the beam that is dashed is the one projecting up above the slab.

A couple of things...by connecting into the columns at each side, you are assuming the wall will span horizontally (4.5 m), not vertically. To use the 3.5 m span, you would need to connect into the beam at the top and the foundation wall. This can be achieved by doweling into these elements...

Sorry, should have been more clear...by stating "space the dowels a bit further apart", I meant moving them into the center of the block to tie into bond beams rather than the mortar joints as you have shown.
The wall definitely needs positive anchorage at the edges to resist wind load. Assuming the concrete columns are designed for the imparted wind loads, doweling to these seems like a fine approach. I would perhaps try to space the dowels a bit further apart and instead install in grouted bond...
Thanks Ron. For the first point, the 3" Type N deck has sufficient capacity to span 10'-0" based on the loads per Canam/Vulcraft, so 8'-0" doesn't seem like much of a problem. Maybe I wasn't clear enough on the type of decking we were proposing to use.

Can you just allow the HSS section to "twist" - i.e. assume the end supports are pinned? It may greatly simplify the design. HSS sections generally twist very little under torsional loads, so the surrounding structure may not be that sensitive to it. Just a thought.
