However, you can fing MET lab and TUV in Austin.
Also, Intertek has office in Dallas.
However, I don't think that choosing an ATEX notified body based on their location/proximity is nescessary the best decision. :-)...

the manufacturer should get in touch with a Nationally Recognized Testing Laboratories (NRTL).
For a list of NRTL see https://www.osha.gov/dts/otpca/nrtl/
IECEx (or ATEX) certifcation will not give you an AEx marking.

If the temperature class requirement is T3, you just can't have any surface exceeding 200 deg C. They might be some exception but that would require proper testing to see if the surface is ignition capable.
Regardless, I certainly would not recommend to have any surface exceeding 200 deg...
