Regarding the question.. unless there is airflow seperation downstream we're looking to minimize, dimples and vortex generators create a lot of unnecessary drag. Compare a flat smooth panel under the car, and one with 80 vortex generators...
Vortex generators are more effective where there is laminar airflow and then there's a sudden airflow seperation. Although I suspect it would work before the point of airflow seperation if it's occuring in the diffuser area.
