Of course there is fire safe butterfly valve designed in accordance with API607. This type is called high performance butterfly valve. The valve your vendor supply is the normal butterfly valve. If necessary, maybe I can give the drawing for the fire safe structure.

In my opinion, API598 test is for the valve itself to make sure its quality. Refer to the connection leak, it is outside the valves. In that case(connection leakage)it had nothing to do the valve quality, but may be the assembling problems.

Btw, you can logon the LR's website and find their local office to aplly for witness service. More simply, you can just ask the factory who supply you the valves to run this procedure and you just pay against the Lloyds invoice.

I understand. I think that may be you have some confusion on this issue. "Receiving the inspectors and the factories themselves do their standard testing" is just what I say Lloyds witness procedure. The Lloyds charge for this witness(appr. +800.00 USD/day).
