Your pressure item should be designed to some standard or Code. Check out where the items is going to be used, there may be additional jurisdiction requirements.
The term exempted does not mean you cannot design to Section VIII using good engineering practices.
Most fabrication drawing for ASME show type of joints, weld size details and which item the details applies to; weld symbols are also employed. The information may be on a fabrication drawing or refernced to a specific weld detail drawing.
B16.9 is a standard which is accepted by some Codes with out requirement of providing design calculations. If you design flanges or pipe fittings calculations are required for proof. Use the design calculations of the referencing Code.
I'll put in my two cents. If the Item is a ASME Section VIII, Div. 1 pressure vessel, the Manway blind is on the Data Report and calculations are required, this is an alteration. In some cases the jurisdiction and/or the AI may tell that it still is an alteration if the blind is not on the...
What is the P# of both pressure parts?
New Construction??
For NBIC Section RD-1000 it is not a question of avoiding post weld heat treatment; it is a question of inadvisable or impractical conditions.

See Table UW-12 for the joint efficiencies required for your head to shell calculations.
