    Metengr - Tube holes would be double grooved. I was also going to strength weld the tube joint. SnTMan - I could change the tubesheet to 2205 duplex but it would exceed the job budget. If the roll quality is that poor, is it even worth rolling?

    Yes, you can split the pad without penalty as long as it is split down the circumferential axis - lowest stress.
