Optimize face, but use the selection to pick the body Faces, Then offset the single face.
If the geometry is clean it should move and adapt the blend faces.
if not? untrim the flat face you want to move, offset it your distance and re-blend

The only way I know is to remodel this with some parametrics, not all of course. I would untrim all of the planer surfaces and redo the blends. Which would be all surfacing tools... would take less than an hour to rebuild it that way

I agree with Manox, it's those bottom edges that are causing the failure.
extend them so the bland has somewhere to attach to. Or do a Face Blend and turn off all the trimming and sewing options, then trim it out manually.
I agree with Cowski, that's how I've done it in the past. I don't deal with STLs much anymore. We outsource it to someone with Polywoorks or DesignX.
