what if the manufacturer recommended MOCP is less than that of the calculated based on the transformer, shall I go with manufacturer or still base it on code sizing?

I have a circuit that includes a transformer feeding a control panel which feeds a condenser (multiple fans). I am looking to size my branch circuit breaker for it and was wondering if I will base it on Transformer primary or actual load.

Do you guys think, its better to move out west(ALBERTA), if you are not getting interviews to the companies, do u stand a better chance there as the major oil and gas stuff is there.
