Looks like a moulding defect to me; resin starvation at those tow interfaces. The white areas are likely a result of the laquer coat - milky white where it's thicker, clear where it's thinner.
If you bought it like that, I hope you didn't pay full pop.

I'm no NDI expert either but interact with the group every day. In my work with commercial aero T-stringers, radius filler areas (or noodles) are exempt from inclusion or porosity detection requirements.
I don't know of a method to inspect with ultrasonics as the geometry...
