Could there be a scenario where the vents on the external floating roof tank are insufficiently sized considering that process temperature has risen about 20F since the tank was first commissioned? How can I crosscheck that?

Would an atmospheric floating roof storage tank (for Crude oil) require PSV? Or would the breather vents be sufficient?
I am wondering if the oil overflow noticed around the breather vents on a floating roof tank in my facility could be due to inadequate venting/over pressure?
