PSV for atmospheric floating roof storage tank

Would an atmospheric floating roof storage tank (for Crude oil) require PSV? Or would the breather vents be sufficient?
I am wondering if the oil overflow noticed around the breather vents on a floating roof tank in my facility could be due to inadequate venting/over pressure?

Could there be a scenario where the vents on the external floating roof tank are insufficiently sized considering that process temperature has risen about 20F since the tank was first commissioned? How can I crosscheck that?

API Standard 2000, entitled " Venting Atmospheric and Low-Pressure Storage Tanks" might provide some guidance. Although floating roof tanks are not covered, if your tank meets the venting requirements in this standard, you are conservatively covered for a floating roof tank. Tanks with frangible roofs are exempt from emergency venting requirements. In most cases, a floating roof should be better than a frangible roof.

You might try googling API and floating roof tanks. There could be a specific standard.

If the tank has circulation vents then no other vent is required. Circulation vents per API 650 Appencix H, that is. API 2000 is for closed tanks with no other vents. Oil around the "breather vent" (possibly a leg actuated pressure/vacuum relief vent) is either from a leak or turbulence. It's hard to get pressure under a floating roof.
 
Thanx all... we just had an incident with the tank.. had a substantial amount of oil on the roof and concluded that we must be getting gas slugs in the tank which break out and burp liquid onto roof thru available vents. Looking more at the upstream processes now. The tank design is as per API 650 C.
