You say the operating conditions of the pipeline are different than the values in the welding procedure? In what regards? (flow rate, carbon equivalency, wall thickness etc.)

I am trying to find any ASME code requirement for the maximum hieght for external reinforcement (Cap pass). API specifies a maximum of 1/16", however, I am curious if ASME adresses this situation and if so, how?
