API 1104 WPS's and AWS Filler Metal Classification

This is one of those "ask six different people and get six different answers" questions!

Section 5 of API 1104 (Welding Procedures) requires you to requalify a welding procedure on material 65 ksi and greater if you change a filler metal AWS Classification.

My question is:

Would changing from E8018-B2 to E8018-C3 be considered an AWS Classification change? Or are they implying you would only need to requalify if you were changing from a E8018 to a E9018?

First of all you need to review what constitutes an AWS 'classification'. You will note that all of the designators you have stated constitute a 'classification'. Then you will need to note the following statement in A5.5:
Material classified under one classification shall not be classified under any other classification in the same specification

Based on the foregoing, one would conclude that the indicated classification difference is, in fact, a change of classification. The underlying reasoning is explained in the note under 5.4.2.2 of API 1104 which is particularly pertinent to high strength linepipe steel.

Yes.

That is also a change in classification.
