There used to be exemptions in the QLD Workplace Health and Safety Regs for some vacuum vessels, however, I believe current legislation only looks at hazard level.

PW-41.5.2 The depth of insertion of a pipe or tube
into a socket shall be at least 1/4 in. (6 mm). There shall be
at least 1/16 in. (1.5 mm) clearance between the end of the
pipe or tube and the internal shoulder of the socket, before
welding.

Form 100 is the application form for design registration. If you are registering pressure equipment design, an independent design verification to AS 3920.1 is required.
AS 3920.1 only applies to pressure equipment - not to other types of plant that need design registration.
The definition of plant will vary slightly from state to state. In Queensland plant includes "machinery, equipment, appliance, pressure vessel, implement and tool".
You will need to check the actual definition in the WA legislation.
From the original post, the gap is greater than 3/4" and pup piece is less than 10 mm. This still leaves a root gap in excess of 4.5 mm for each of the welds. You may want to check this complies with the WPS (see 328.4.3 (d)).
