KootK: Thanks for the link. 3/4" cover minimum. We've spec'd this type of slab hundreds of times without trouble. I wonder if vibration would prevent plastic settlement? The mix designs were fine, perhaps they added a boat-load of water.
CEL is right. If you need them in the center tell them that is where they need to be for the wall to perform. I'd suggest bar positioners but they probably won't like either. Also look at the contract documents...surely they show the bars centered (if that was the intent) and that would give you...

Exhibits through much of the slab (to lesser extent in some areas).
Photos show the mesh chaired, tied and in the proper location...of course...
Thanks guys. I appreciate the input. I think I will move to a Deck Bearing (DB) or Bottom of Metal Deck (BMD) {I like that JAE} format for most all our projects. There will most likely be instances where Top of Beam may be appropriate.
