    Thanks for the input gerhardl, that was my understanding as well. I was told that reason that it came up is that "some of our competitors" are doing it.

    The background is that we are a valve manufacturer. We receive 3.1 certs for all of the metal pressure containing parts; bar stock, forgings, castings. I produce a 3.1 certificate that notes the heat numbers of the materials used and includes copies of the supplier's MTRs for these materials...
