The municipality usually has in the stormwater ordinance which storm to use for design purposes. I always design for a 25 year storm. Once you know the storm, the time of concentration will dictate the correct duration and thereby rainfall to use.

I've specified to the steel manufacturer that I want an h/240 max deflection in the columns. This yields a 2.18" deflection at the top of a 45' wall. Upland on stiffening the columns with fully grouted reinforced pilasters.
Having said that I anticipate a much lower deflection at the top...
The shear I referred to was out of plane. Shear from wind force pushing on the wall perpendicular to wall. That would be the shear the dowels would have to resist.

@ JAE What would be a direct connection? 4" of rebar sticking out of the foundation wall into the first course bond beam. Anything longer would induce a moment at the bottom which may or may not be a bad thing. I just don't want cracking in the wall.

It doesn't make sense what they are asking. Could they be thinking that your flow data does not show an infiltration event during the 2 year storm and they think you are 'estimating the infiltration' during rain events for the larger events.
Maybe they don't realize that you have flow data that...
When houses connect to laterals via gravity, manholes are not required. They just tap into the line with a tee.
I wouldn't think you would need a manhole at the connection. Most grinder lift stations can accommodate a check valve at the pump.
I would put the check valve as close to the pump...
