How deep you have to go you see the surface sometimes flows faster than the deeper water it's due to the moon and tides. I'm new at this but I bet, it's a parallel fiber optic converter. I can't tell from the picture but it looks like the fibers need spliced definitely, something digital. It's protested so more than likely it goes somewhere that is hazardous to the wire.
