Why does typical ASME section 8 div 1 code nameplate use psig instead of psi for design pressure and external pressure?

No welding will be done at second shop. nameplate is installed when leaves first shop finishing touches are sandblast, paint, and valve installation.

What paperwork/nameplate issues would there be if an ASME Section VIII div 1 vessel was fabricated up to hydro in one shop and sent to another shop to have paint and other finishing touches done. Both shops are company owned, one in Mexico , the finishing touches shop in the US.
