My first thought was that the shaft cools and shrinks more than the shaft sleeve, and takes longer than the water to warm up. Perhaps the friction between the seal faces keeps the shaft sleeve warm. There should be an o-ring between the shaft and shaft sleeve to prevent leaking, but it could...
