as per your image, the lower value should not go below 6.75 which means already the the lower limit value is fixed (Which is φ6.75)...
second thing, based on the component you can be fixed your upper limit as you want....
So generally the value with tolerance will be like φ6.75...
if you want to evaluate the selected material whether it will work in the low temperature or not, then you need to do impact test for the minimum temperature for the all the materials like body / bonnet material, stem material, bolting materials etc.

Yup It is accepted by API 6X as well as API 6A.
also noted that the allowable stress intensities for FOS, have to follow as per 5.1.2 in API 6X for API 6A product.
