kindly advise the type of standard applicable for valves material low temperature type test at temp. range (-29 deg. to -46 deg.)
and if ISO 28921 part two is applicable or no

You need to expand your question more.

What type of valves are you concerned about? Does the requisition/specification for them call for any standard/code/testing etc.?

If the question is simply "are the materials suitable for -29 to - 46 deg C" then it depends on the material specification of the parts making the valve. There would not be a specification for such a temperature range and typically the manufacturer would specify a temperature range of his products.

In the main, for a typical cast body valve in carbon steel, a low temperature impact tested material such as ASME SA352 Gr LCB or LCC would be be used with impacted tested bolting eg ASME SA 193 Gr L7.

ISO-28921-2 Is type testing for cryogenic application valves range -50 to -196 deg C.

Per ISO-4126, only the term Safety Valve is used regardless of application or design.

if you want to evaluate the selected material whether it will work in the low temperature or not, then you need to do impact test for the minimum temperature for the all the materials like body / bonnet material, stem material, bolting materials etc.

if it is related to valve performance, you have to do low temperature cryogenic test, but still it is required when the temp beyond -50deg C.

There are no secrets to success. It is the result of preparation, hard work, and learning from failure.
