I'm dealing with a situation where my drawings for Building A were submitted for permit, the permit was issued, and Building B was built. Apparently the Building Department was aware that the building to be built did not match the drawings, but issued the permit anyway.

Hi,
Does a cripple stud-to-header connection require a 'bottom' plate? I've seen openings framed with and without a plate between the header and the cripple studs, but have not had an intelligent conversation as to why. Can anyone help with that?

There is no desire to flash around the landing joists.
This is a case of 'the other engineer didn't have a problem with it'. The other engineer never provided a connection detail and it was built with the ledger screwing into horizontal blocking toe-nailed between the wall studs.
