The bending forces should be small, even for reasonable shear loads (100-200kN).
What are the appropriate stress formulas to use, subject to the resultant bending, to ensure the yield strength of the bolt is not exceeded?

Which code will you be needing to use? Eurocode is quite thorough in this regard, and is relatively simple to follow. I have undertaken seismic design checks in the UK (Which is rare) to EC8. As you say this is linked to the ground conditions and spectra response.
