On the contrary, I thought that since it is connected to trafo neutral, it has to be rated for L-N voltage of sec. of trafo, since during the L-G fault, the potential of the N would rise to that value, hence, cable should be rated for this voltage.
This is also being followed for the NCTs.

I wanted to confirm the voltage grade for the cable to be used for connection of the 230/34.5kV transformer neutral to ground for solidly earthed system.
Should the cable be rated for 36kV?
