.shp is a shapes definition file. It talks to ACAD to tell it how to make shapes.

If you are saying that using 0.008 m yields the correct delta p, it could be that the actual pipes are fouled, pitted, have poorly matched/welded/etc joints and fittings.
Or it could be that you missed some major "Minor" losses in your model. Any baffles, reducers, manifolds, etc?

0.024 is the Manning's used mainly for Annularly-wound CMP. They don't make small diameter (your 21") pipe Annularly anymore, but I think they used to. .016-.018 is more typical for design/analysis of Helically-wound CMP. Manufactures claim as low as 0.012, but I wouldn't use that.

In PA, USA, "Third Party Inspector" is a legal term. It is a private entity legally contracted to a Municipal (or County) government to do inspections for any number of reasons. I do them for Performance Security Bonding reductions, for sitework, others do them to ensure conformance to UBC...
Firm B owns the design. They can not change what Eng A did, but they can keep using past plans previously stamped. Eng A took responsible charge - or as PA, USA calls it "direct control" - when he/she sealed the EITs' work. I do it all the time.

I've used them, too, 'Inch, and they are easy and accurate; you can see what the laser hits, to avoid reading trees/poles (in my case), or other pipes/ducts (as would probably be engrpiper's concern)...but what are they called?
