There is an ISO standard for topwork mounting (5502 I think)- that most reputable manufacturers adhere to for the mounting of gearboxes and actuators.
Any reputable actuator manufacturer will be able to assist.

The gear operator is most probably manufactured by Ledeen - Part of the Dresser family. Most Grove Valves are equipped with Ledeen operators. Grove/Ledeen/Dresser Flow Control division will be able to help. I am guessing you want maintenance info not operating instructions/methodology.
