Have you calculated the amperage at 66 kv and 220 kv. Looks like you need a generation plant in the back yard. At 220 kv calculate the VD at max load. Then decide what you need to do.

Utilities I know would just put the Regs on non auto or manual and transfer. There was no attempt to adjust the voltage, but the subs were far apart. Yours may be close together may need to consider that.
I assume these conduits are underground. Since you only need to supply 722 amps, you can use either 3 4/0 15 kv 90C @ 285 amps or
3 3/0 15 kv 90C @ 250 amps using detail 2 & 3 conduits per Table 310-60. 2 500 15 kv is not quite large enough.
