How do I get time stamped data from a logger/RTU into my trends on an Intouch or similar SCADA? assuming the system connects via GSM every 24hrs. Is there a program out there to integrate the csv into sql?

I am currently looking at a contract to connect 17 remote plcs and data loggers ( ie via modems ) to a common Intouch SCADA station. What is the best way to go about this and what do I use to poll the stations for information as this is required to update SCADA on a timed and not continous...
