They're assuming a minimum 98% combustion efficiency which I assume is the same thing as flare control...
Could you provide a little more information as to what you are trying to calculate?
Are you trying to get an emission rate (grams per second of pollutant)? Or are you trying to model the concentrations 100 yards downwind of the flare?
