A good rule of thumb is found in Lieberman's book, "Process Design for Reliable Operations" he brings up the relationship that U=v^0.7. U is in Btu/hr/ft2/F, v is ft/s.
I agree with djack, if it's a large change in velocity, I'd use a detailed rating program like Aspen's HTFS.
What is the temperature of the fluid entering the reboiler? What is the required exit temperature of the reboiler? What temperature is the hot oil available at? Is there a minimum hot oil outlet temperature? What is the flow of the fluid to the reboiler and what are its physical properties...
You should start by looking at the interactive forces among the molecules (London, van der waal, hydrogen bonding). Viscosity is a strange property in that it doesn't always trend like you'd expect, especially among various types of molecules.

In reality the glycol temperature feeding the contactor does not make a difference. The mass flow of the gas is so much higher than the mass flow of the glycol. Once the glycol hits the tower it will immediately reach the temperature of the gas at the top of the tower.
