I don't think that PWHT is mandatory for this grade (I don't have the access to the books right now so I cannot confirm). We have one customer that requires PWHT for major repairs. Time and temperature are the same as the HT for the castings.
We weld with AC.
Note that ASTM A217 also imposes restrictions on the chemistry of weld consumables for the weld repair of C12A castings. Your customer might want to impose the same restrictions on any fabrications.
ASTM A216 WCC is NOT cast iron - it is a weldable grade of carbon steel. (ASTM A216 = Standard Specification for Steel Castings, Carbon, Suitable for Fusion Welding, for High-Temperature Service).

A lot of good advice above - don't use thermal excavation techniques, practice on some similar material, carry out a PWHT with water quench. I would suggest you do a full ASME IX WPS/PQR, with bend and tensile tests, but it is worth doing radiography and LP testing first to check weld integrity...
