The column is encased in concrete, but the flange of the column that is on the inside of the building only has the 3.5" over encased concrete cover.

I am trying to get a bit of opinion based on experience. I have some columns that have approximately 3.5" of concrete cover. What is the feeling to using isolation joints or not using them in this situation.
I am thinking they are still needed because concrete will tend to crack and 3.5"...
