To size flare system you should look through API 521 first of all.
API 537 is useful 'Flare details for refinery and petrochemical service'
regarding relief rate: you shall consider all possible relief scenarios and then compare to choose the worst one.

I have request from the client to perform PSV for Expander which is simply piece of pipe larger diameter downstream of the high pressure vessel filled with gas.
My question is should I make psv sizing calculation for this expander with size 1,5mm x 25mm as I have already sized the PSV...
The reason behind this is simply to reduce the volume of the flow.
This profile reduces the pressure drop of liquids flowing through the holes, provides better jetting of fluids.

I need to calculate purge rate, not look for purge procedures. If book which you recommended only describes purge procedures,then it is not what I needed,

2 reasons for purging:
*Either the gas is to be replaced.(Flamable gas consisting from 80-90% of methane,5-10% CO2,2-5% N2)
*depressurise and dismantle parts of the test rig
It is clearing purge.
