We are wanting to write WPS per ASME Sect. IX welding SA 693 plate to SA 564 round bar. Neither of these materials are listed in Section IX. Has anyone written WPS using this material and do you know if there is a P number assigned to this material?

if a welder is qualified to weld CS, P1 to P1 using ER70S electrode and qualified to weld SS, P8 to P8 using ER316 electrode, is this welder qualified to weld per WPS that weld CS to SS with ER308SI electrode?
