When creating a step file for a model with annotation(GD&T)in space, the GD&T drops off. Is this an operator error problem or a glitch in UG?

This may actually be a Team Center issue rather than UG. From a Team Center stand point, how should this be handled.

At the company that I'm currently working at, we release ICD(Interface Control Drawings)before all of the lower level drawings are complete. Then when a lower level change is made, the released ICD model and drawing changes. I would think that once an upper lever drawing or model is released...
