Released UG models and drawings being affected by lower level changes.

At the company that I'm currently working at,
we release ICD(Interface Control Drawings)before all of the lower level drawings are complete.

Then when a lower level change is made, the released ICD model and drawing changes. I would think that once an upper lever drawing or model is released, that it is written in stone and nothing but the starting of a new revision should cause these lower level changes to flow up.

Shouldn't released models and drawing be protected from lower level changes flowing up, until a new upper level revision is started?

This may actually be a Team Center issue rather than UG.
From a Team Center stand point, how should this be handled.

Welcome to live updates. More than one company I know of has decided that the only way around that is to have no revisions to lower level parts. If it needs revised...take out a new number. Even that is not an infallible solution. The companies that decide to live with the revision issue have to institute Draconian measures to force engineers to follow procedures. One missed live change can cost multitudes of dollars.

Whether you are using teamcentre of native systems there are ways to ensure that when you load assemblies the later data is or is not available. In native it relies on file naming and turning off load latest if file name versioning is enabled. In Teamcenter it is all about the PSE and whether assemblies are locked to precise or not. They should be when released, and at any time otherwise your interface control drawing can be locked and opened from the PSE rather than via the NX File>Open interface. To some extent it will very much matter how well and completely Teamcenter has been implemented at your site as to how much control versus convenience you're likely to enjoy under Teamcenter.
