    Did you select all points before bolt connection selection or just you selected one point and then after when you selected bolt connection, did you allow to Inventor select itself rest of holes? I think is better select all working points and then create a bolt connection or create one bolt...

    I'm not sure what you are trying to say, but If you fixed the bolt to the working point, you should be able to rotate that bolt at that point.
