As per customer spec ,10 mm production piece's final pass need to be welded with SAW process only so can the weld procedure be developed by above way with above two supporting PQR?
I have to design a 3" branch connection (OD 95 mm & 9.5 mm WT) on header of 24"OD & 12.7 mm WT.
The branch connection is at 90 degree & 4.5" offset from longitudinal axis of header.

Yes, PQR is qualified with ASME SEC IX & ASME B 31.3.
The PQR is also qualfied with impact test.But the spool piece here does nor require imapact test.
